Plugins make a server, well a server. They're core components on basic ideas, similar to mods except mainly serverside.
This section of the forum is great for suggesting changes, adding and reporting bugs about Plugins.
Some notes to keep though: We can't replicate or create everything towards players wants and desires. We are more than happy to listen to the community, however we will not do every little thing the community asks.
For bugs, refer to 1A
For Suggesting Plugins refer to 1B
For Suggesting Changes refer to 1C
1A: Please understand we cannot create every situation exactly how other players have done it.
Some helpful tips to put into your report is a list or step by step guide on how to do the bug, this can be done via video, guide or just writing it out.
Why the bug harms/annoys the server or what damage it could cause
What damage it has caused to you
and finally, is it CLIENT or SERVER side?
(Client is your computer, server is everyone)

What does your plugin do, what potential can the server be lead to with it, and how does it effect players?
What is your opinion about the plugin, is there screenshots you want to share of how "amazing" this plugin can be
and is there any known bugs that might harm the playerbase, community and server?
How much lag does it cause
Feel free to post what you want, but please understand we cannot add every plugin a server can get.
1C: Changes
Sometimes a server can be in the rough with their decisions that the community does not appreciate, however this does not mean toxic behavior will be tolerated because of it.
While creating these, please remember every plugin has it's own set value for a reason.
On your part, it is suggested you create a thread with at least 2 of these ideas:
Why the change will be better for you, the server or community
What the change will do
Why you feel it is needed
and how the change could benefit more than one person
